Shanghai Optimizes the Mix of State, Private and Foreign Owned Businesses

Chen Liangyu, Secretary for the Municipal Government of Shanghai, recently said Shanghai was committed to implementing the Opinions promulgated by the State Council for developing non-public economies and promoting healthy development of private and other non-public economies in the municipality.

Chen underlined the importance of further opening people's minds and accelerating the development of non-public economies. To that end, the "two unswayable" put forward at the 16th CPC should be observed. The ideological constraints on the development of non-public economies should be removed.

The practices and regulations which put a brake on non-public economic development and the systemic impediments to non-public economic development should be firmly eradicated.

While putting an emphasis on developing the public economy, we should also give considerable importance to developing non-public economies. Equal policy treatment should be accorded to state, foreign and private-owned businesses with a view to optimizing the mix of the three and forming a diversified pattern to jointly promote harmonious economic and social progress in Shanghai.
